The strategic bomber has stood as one pillar of American military strength since the Second World War, and even today, the deployment of B-1s, B-2s and B-52s to forward bases across the globe sends a strong message to potential adversaries. Serving as a true ‘Book of Genesis’ chapter to this capability, The Origins of American Strategic Bombing Theory by Craig F. Morris covers the period of 1916 to 1942 and explores the growth of an idea within the United States Army, rather than deal primarily in technology or personalities. By recounting how air power theory matured (and was withheld) within the United States Army, he also delivers an excellent case study on how an organisation reacts to disruptive technology.
There is a stark comparison in air power capability that comes early from Morris. The book’s introduction begins with the arrival of United States Army Air Force B-17s in England in 1942. Operationally untested, their existence still spoke of the maturity of America’s investment in technology, organisation, and air power doctrine during the interwar period. Contrast that scene with the experience of the United States Army’s 1st Aero Squadron in Mexico in 1916, which Morris covers in his first chapter. There is obviously no suggestion that the 1st Aero Squadron’s Curtis JN-3 biplanes were to be used as bombers against Mexican revolutionary Pancho Villa; what Morris does is illustrate the lack of intellectual depth the United States Army had with its heavier-than-air aviation capability. While the technology was relatively new, that lack of innovation remains surprising considering how the First World War had quickly illustrated the utility of aviation.
The Mexican adventure serves another purpose – it introduces several personalities from the 1st Aero Squadron who were sent to Europe when the United States entered the First World War. The most significant focus of The Origins of American Strategic Bombing Theory falls on 1917 to 1919, which stands to reason – it is here that the Aviation Section of the American Expeditionary Force (AEF) first encountered the idea of strategic bombing from the Allied (and Central) powers. This transfer of ideas is explored mainly through the experiences of Edgar S. Gorrell, a veteran of the 1st Aero Squadron in Mexico who was sent to Europe to study how the United States would grow its aviation forces in the First World War. The AEF ground commanders wanted aviation to provide the battlefield reconnaissance and air defence, but Gorrell’s exposure to Allied air power theory led him to become a proponent of using bombers to open a ‘new front’ on an enemy’s warfighting infrastructure, effectively bypassing the war in the trenches on the Western Front.

Gorrell is the personality most consistently covered in The Origins of American Strategic Bombing Theory, which is arguably a testament to the aviator’s recordkeeping and his early advocacy of strategic bombing. The First World War ended before Gorrell could successfully argue the case for an American strategic bomber force, but the Armistice allowed him to leave two critical legacies to the future of air power development. Gorrell was tasked with organising the official history of the AEF, an assignment which allowed him to draw together air power lessons from the AEF and Allied into an official post-War record. On top of this, he drove a post-war bombing survey that examined what impact Allied bombing made on Germany’s warfighting effort.
When dealing with the events of 1919 to 1942, The Origins of American Strategic Bombing Theory does not enjoy the singular narrative focus that Gorrell’s experiences during the First World War afforded it (Gorrell left the military as a Colonel in 1920 at the age of 28, worked in the motoring industry, and died in March 1945). In Morris’ defence, strategic bombing theory in the interwar period was driven by complex variables, from personalities such as Billy Mitchell and rapidly growing aviation technology; through to economic resources (like the Great Depression), along with shifting strategic and foreign policy. The main conflict affecting strategic bombing theory (and the introduction of a supporting capability) was between the US Army’s General Staff, and aviation proponents within the Air Corps, as the Air Service had become in 1926. As aviation technology grew and the Air Corps Tactical School developed its ideas for air power, the Army General Staff were justifiably worried that a strategic bombing capability would lead to an independent Air Force, and a competitor for government funding.

The examination of this conflict makes The Origins of American Strategic Bombing Theory an excellent study in how organisations react to disruptive technology (both positively and negatively). The parallels to modern disruptive technologies (for example, autonomous systems, or space-based systems) do not feel completely analogous, given the purely historical lens of this book. That being said, it gives numerous examples of both innovative and misguided thinking at different levels within the United States Army in dealing with aviation. While history arguably vindicated the strategic bomber concept, Morris does well explain Army’s reservations with this new field.
One of the most significant qualities of The Origins of American Strategic Bombing Theory is also the chief criticism – by covering 25 years in 207 pages, it is very concise. The narrative is clear, comprehensive, and does not feel like any essential facts have been left out. However, the quality of Morris’ writing would comfortably permit this to be a longer work, and the narrative could afford to provide further exposition to selected events, technologies and personalities (beyond Gorrell), that shaped and developed air power theory. On several occasions, this reviewer found himself looking for other resources to further his appreciation of the events in this book – especially about the limited performance of bomber aircraft during the First World War.
While remaining engaging to read, Morris’ work is academically well-presented. It both recounts history as well as briefly discussing the views of academics and historians on the subject matter where relevant. There is considerable inertia when it comes to people’s understanding of events from a century ago, and Morris is clear when he debates, debunks or reaffirms the established narratives of other authors. The introduction specifically accounts for early air power studies into strategic bombing by historians/academics including Mark Clodfelter, Stephen McFarland, I.B. Holley, and Maurer Maurer.

Overall, The Origins of American Strategic Bombing Theory is clear and well-sourced and can be easily approached by anyone with no depth of knowledge of the central subject matter. This reader found it to be enjoyable and informative, providing a good account of early strategic bombing theory and American air power development. While being a self-contained work, it is likely to whet the reader’s appetite for reading works covering related subject matters.

With Architect of Air Power Brian D. Laslie, Deputy Command Historian at NORAD and US Northern Command and an Adjunct Professor at the US Air Force Academy had two mutually supporting goals. The first is to offer readers a biography of General Laurence S. Kuter, one of the select few US Air Force (USAF) officers to serve the majority of his 35-year career as a general officer (the others were Generals Curtis LeMay, Lauris Norstad, and Hoyt Vandenberg). The second is to acknowledge that Kuter’s
[c]areer dovetailed with the rise of an adolescent air power and ended with a fully grown and mature air force capable of global monitoring and response. (p. xi)
In other words, Kuter was an architect of the USAF. Many of the modern USAF’s principles and methods owe their origins to his work.
The biography is organised chronologically, beginning with Kuter’s adolescence and time at West Point and ending with his service as a four-star general commanding the Pacific Air Forces (PACAF) and North American Air Defense Command (NORAD), retirement, and passing. Laslie has assembled an impressive array of sources to discuss Kuter’s life and career. He draws on Kuter’s incomplete autobiography, collections at the USAF Academy library (including Kuter’s papers and those of several his contemporaries), oral histories, diaries, and letters. One highlight of the book is how Laslie captures Kuter’s relationship with his high school sweetheart and wife, Ethel Kuter (née Lyddon). Ethel’s diary was slowly overtaken by references to Kuter beginning in 1922, and the pair wrote over 1,000 letters to each other during his time at West Point.
Laslie takes his readers on a mission to understand why so little has been written about Kuter. One reason is that Kuter did not make a name for himself with flying exploits or by leading air formations into battle. Kuter did not join the US Army Air Corps because of romantic visions of flight. Instead, he joined to be a better artillery officer. Only later did he become fully immersed in exploring a new kind of warfare – mainly at the operational rather than tactical level. In August 1941, Kuter became one of the authors of AWPD-1, the first comprehensive plan for winning the war against Germany through aerial bombardment. In the early months of America’s Second World War, Brigadier General Kuter (one of the youngest general officers in the US Army) was a go-between for General George C. Marshall and Lieutenant General Henry H. Arnold. He also had a significant hand in setting up the latter’s Air Staff as the US Army Air Forces achieved autonomy. Kuter made a name for himself with his organisational skills rather than his combat command ability.
Recognising this, Arnold sent Kuter to Europe in late 1942 to gather command experience. Kuter commanded the Eighth Air Force’s 1st Bombardment Wing under Brigadier General Ira Eaker. One of Eaker’s assistants, James Parton, later claimed that Eaker had fired Kuter for declining to fly on combat missions. Laslie has proven these accusations to be unquestionably false. In fact, while Eaker gave Kuter the worst performance reviews of his career, he also tried to retain Kuter’s services. Laslie believes Eaker did this to provide Kuter with more time to prove himself; he had served under Eaker for only five weeks.
This is another of the reasons for the lack of attention afforded Kuter. He never stayed in one place long enough to make a name for himself. Kuter’s next stop was North Africa. He would serve as the deputy to Air Marshal Sir Arthur Coningham, commander of the Northwest African Tactical Air Force. He served in this position for only four months, but he still made immense contributions to the war effort and the future of the US air power. Kuter’s brainchild was FLAX, a well-planned and executed operation to destroy the Axis air bridge between Sicily and Tunisia. He also learned how to implement a proper ground support system in the field. When he returned to Washington to work under Arnold his experiences in North Africa were codified in Field Manual 100-20. This document is considered both the air force’s ‘declaration of independence’ and the basis for the USAF’s tactical air power concepts to this day.
Kuter’s next command opportunity overseas was in the Pacific. Now a Major General, Kuter was quickly replaced in a reshuffling of officers following the defeat of Nazi Germany in May 1945. He then moved to Air Transport Command, where he supported General Douglas MacArthur’s buildup in Japan following the island nation’s surrender. After less than a month, Kuter once again returned to Washington. As Laslie notes, ‘as soon as [Kuter] established and organized the flow of men and material, he was pulled from the theater.’ (p. 122)
Another reason Laslie offers us for Kuter’s relative obscurity is the man’s level-headedness. People want to write about innovators and controversial figures, not respectable architects. Laslie makes this observation early in the book: ‘If the famous early aviators – men like Curtis LeMay and Jimmy Doolittle – were cowboys, then Kuter represented the first-generation lawman who came to town to impose order.’ (p. 18) One of the arduous tasks Kuter had to handle while working under Arnold in 1942 were the requests from various theatre commanders for more and better aircraft and properly trained crews. At the time, there just were not enough aircraft to train crews in the United States and supply US Army Air Forces in Europe, North Africa, and the Pacific. President Roosevelt had also promised the Royal Air Force a share of American aircraft production. This added strain was worth it since many British Commonwealth pilots already had combat experience. Although the theatre commanders could be quite forceful in their requests, Kuter never let it get the better of him, and his level-headedness set him apart from many of his contemporaries. Perhaps, therefore, when Arnold could not attend the Yalta Conference in February 1945, Kuter attended in his place. In doing so, Kuter jumped the queue in front of three-star generals.

Kuter’s Cold War career is equally fascinating. He never held or coveted the positions of Chief of Staff or Vice Chief of Staff of the USAF (perhaps another factor in his relative obscurity). His work establishing the USAF Academy and achieving accreditation for the Air University were architectural moves that produce new generations of air force officers that continue to mould the modern USAF. As a four-star general, Kuter commanded America’s aviation in the Pacific theatre, consolidating these forces under one command: PACAF. He also oversaw NORAD as it dealt with growing Soviet missile offensive capability in the late 1950s and early 1960s.
In his preface, Laslie notes the difficulty associated with writing biography suggesting that:
Historians must tread the perilous course of being objective while at the same time proclaiming why subject needs individual attention in the first place. (p. xi)
Laslie has played this balancing act marvellously. He pulls no punches, willingly calling out Kuter when his ideas or actions were wrong, especially his belief in strategic air bombardment as a war-winning approach. Laslie carefully provides the reader with enough context so that he or she may understand why Kuter made these errors. In fact, it is these very moments, so well captured by Laslie, that make Kuter and the history of the USAF such a fascinating subject.

The popular perception of the prisoner of war is that, once captured, he was out of the battle. Rather than compliantly accepting a status of hors de combat, however, many captive allied airmen in Europe during the Second World War continued to be potent military operatives in a new theatre of conflict—the barbed wire battleground. Indeed, the airmen adopted a stance as prison camp combatants. To facilitate this, they actively managed their lives to demonstrate individual and collective agency. They strenuously mitigated the ill-effects of their circumstances by embarking on a program of active disruption. Importantly, they did not give in to, what at least one man termed, ‘the futility of existence’.[2]
Drawing on personal records in private and public collections, as well as official reports, this article provides a brief overview of some of the ways in which Australians and their fellow prisoners in Stalag Luft III, a Luftwaffe prisoner of war camp, established, maintained and promoted themselves as active airmen, on duty, in the barbed wire battleground.

Many downed airmen spoke of the ‘shock’ of captivity and the shame they felt on capture.[3] These feelings were a common response to being taken from battle.[4] The airmen’s sense of disgrace was exacerbated when they heard the ‘usual taunt’, ‘fürsie der Krieg is beendet’—‘for you the war is over’.[5] The realisation after their unwilling departure from the aerial arena that they had become prisoners of war was a serious blow to self-esteem and service pride.[6] However, rather than accept a situation defined by passivity and docility, they rejected it.[7] The war was not over for them. Moreover, so, they remained on active service as prison camp combatants.

However, before they re-attained operational readiness, they had to regain their fighting spirit. Humour was a significant means to that end as well as an almost universal morale booster.[8] Many, for instance, depicted their new accommodation as a holiday camp or sanatorium,[9] and tongues were firmly in cheek when they poked fun of the ignominious exits that landed them there.[10] Many illustrated themselves as Donald Duck behind bars.[11] ‘Winglessness’, like that of ‘Downed Donald’, was a shared state and the men gained strength through ridiculing their common plight.[12]
The armed forces have a long tradition of using language to distance themselves from the emotions associated with military action and death in service.[13] The men of Stalag Luft III were no different, and so, they too gained strength through language. While they were initially bemused at being called Terrorflieger, Luftgangster, and Terrorbomber, many filled their wartime logbooks with clippings from German newspapers that promoted Allied airmen as the Second World War version of terrorists.[14] In doing so, the downed airmen recognised that the propagandised terms highlighted their success. Consequently, they ignored the intended insults and willingly accepted—as tributes to their military prowess—their new designations.[15]

The airmen were not, however, so keen to be known as Kriegsgefangener—war prisoner—because of the negative and shameful connotations surrounding the word ‘prisoner’ and its associated trappings, such as POW number, fingerprinting, and identification discs.[16] Accordingly, they spurned ‘prisoner of war’. In a canny example of linguistic reframing, they adopted the easier-to-pronounce and linguistically distancing abbreviation of ‘kriegie’—even those who were captured in the later months of the war.[17] Derived from the first syllable—the German word for ‘war’—it subconsciously indicated that they were still men of war with a fine fighting spirit and distanced them from the stigma of captivity. ‘Kriegie’ removed the sense of derogation surrounding captivity and turned an affront—and assault to their dignity—into a linguistic badge of inclusiveness and pride. ‘Kriegie’ declared that they were still men of war on operational service. It also became ‘a fun word’ to describe them.[18] Ultimately, their prison camp patois—terrorflieger, Luftgangster, kriegie and so on—became a language of agency and defiance.

With self-esteem restored, confidence reasserted, and fighting spirit reinvigorated, the airmen turned to discipline and their strong sense of service duty to help negotiate captivity. Demonstrating collective agency, the kriegies institutionalised air force discipline in the camp.[19] They acknowledged that running Stalag Luft III along RAF station lines was best for the community—for the camp commonweal—and it was generally agreed that the senior officers ‘did an excellent job’.[20] As well as maintaining ‘a high degree of morale and discipline’,[21] there was much security in adhering to the familiar aspects of their former service lives.[22] Moreover, it afforded the airmen the support they needed to wage war as prison camp combatants.
One aspect of that war was the duty of active resistance. All new arrivals were interviewed by the Senior British Officer or, in the NCO compound, the Man of Confidence, who reminded the kriegie new boys of their continuing obligations as servicemen.[23] Importantly, they warned them not to comply with any German order ‘beyond what was necessary’.[24] The airmen welcomed their new responsibility of active resistance and defiance. Exemplifying personal and group agency they were deliberately disruptive.[25] They misbehaved during roll call.[26] They purloined German supplies.[27] They bribed guards.[28] Their favourite sport became goon-baiting.[29] Many embarked on covert operations. Some became code writers and sent secret messages to MI-9.[30] A major aspect of active resistance was escape, and the airmen embraced their moral right[31] and duty[32] to break out of the prison camp. If they were not on the exit list for a particular attempt, or not personally eager—or even physically or psychologically capable—they supported those who were by participating in the communal effort.
Active resistance, disruption, defiance, and escape work epitomised individual and collective agency. Significantly, they reinforced the airmen’s continuing identity as combatants. For many, such concerted agency ameliorated the mortification of becoming prisoners of war. Moreover, so, the escape or ‘X’ organisation became the overriding feature of life in Stalag Luft III.[33]
Each compound had its version of the ‘X’ organisation and Australians participated in almost every aspect of its work. ‘X’ rosters were drawn up disguised as participant lists for sports days, and sporty types created diversions.[34] The carpentry department commandeered bed boards to shore up the tunnels and other purposes and built cabinets and hidey holes to stow secret equipment.[35] Some men did metal work, made dummy rifles, and meticulously constructed compasses.[36] Scroungers obtained ink, radio parts and essential supplies.[37] Photographers took passport photographs.[38] Forgers replicated passes and identification papers.[39] Tunnellers dug, others carted dirt away, and gardeners disposed of it. Meanwhile, the majority joined the army of ‘watchers’ known as ‘stooges’, who kept a lookout for any sign of the Germans. So industrious were the tunnellers that, in East Compound alone, between 60 and 70 tunnels were started during the first six months.[40]
Despite such diligent ‘X’ work and prolific excavation, East Compound’s only successful getaway was that of October 1943—dubbed ‘the Wooden Horse’—where three men made a ‘home run’. The culmination of North Compound’s ‘X’ work was the mass breakout of March 1944. While seventy-six succeeded in fleeing the camp, only three made it home. Seventy-three were recaptured. Fifty were executed, five of whom were Australian.
The men regretted the tragic outcome, but not their part in it. Nor their determined demonstration of collective agency as prison camp combatants. They believed their large-scale resistance work had been worthwhile, not just because of the sustaining effect on morale, but because of the cost to the Germans in tying up resources during the ensuing Großfahndung which they considered ‘biggest manhunt of the war’.[41]
After the war, Paul Brickhill, an Australian journalist and former Stalag Luft III kriegie, was invited to write a book about the March 1944 escape.[42] That book proved influential in how captivity in Stalag Luft III has been portrayed. The mass breakout, for example, was not known as the ‘Great Escape’ until the publication of Brickhill’s The Great Escape in 1951.[43] From that time, the book’s title entered the lexicon as participants, bystanders and the public all appropriated it to describe an event that still resonates. So powerful is the book’s theme of triumph over the enemy through a communal agency, so exciting is the narrative, that most commercially published accounts of life in Second World War German POW camps—and Stalag Luft III in particular—feature the exciting high adventure and derring-do of major escapes.
While many of the former airmen were impressed with Brickhill’s book, many were not overly pleased with John Sturges’ 1963 film. They begrudge it the Americans, the motorbike, a truly appalling Australian accent, and other factual inaccuracies inserted in the interests of ‘good cinema’.[44] Despite their distaste, the film, along with Brickhill’s book, has left a substantial legacy which they, their descendants and popular culture have embraced.
They frame captivity in Stalag Luft III as an action-packed success story. They reinforce the kriegies’ personal and collective agency as active airmen, on operational service, in the barbed wire battleground. They deny any perception of passive, docile, humiliated prisoners of war. Just as the airmen themselves had done when they refused to accept that the war, for them, was over.

Jonathan Bailey wrote that the First World War was the time of a true revolution in military affairs about the development of artillery firing.[2] One of the first significant developments that took place was the creation and refinement of the ‘clock code’ system.[3] Using this system, a pilot of the Royal Flying Corps, the forerunner to the Royal Air Force (RAF), was able to correct the fall of shot of the artillery by passing to the artillery battery commander details of how far from the target the guns were. The pilot would correct the shooting of the artillery by pointing out how far away and in what direction the shells of the guns had landed. The distance would be passed on using numbers and the direction using the picture of a clock face. The target was placed in the middle of the clock face and shells that fell beyond the target and on a straight line to the target would be corrected with a call of twelve, if it fell short on the same line the call would be six, at ninety degrees left of the target nine and ninety degrees right three. Any other direction would be corrected by using the hour on the clock with which it corresponded. This system would prove to function perfectly well throughout the whole of the First World War and was the system with which the RAF went to war in 1939.
The system of correcting artillery fire remained unchanged until 1938. The Air Council were against making alterations to the clock code system as they felt that it was adequate to meet the needs that the army would face in future conflicts. They felt that light aircraft could not be kept in action close to artillery units, as had been the case in the First World War.[4] The Air Council were also fearful of introducing a new, untried, and unfamiliar system with the growing tensions in Europe at this time. The War Office was unimpressed with the Air Councils attitude and pushed for more to be done. The Air Ministry agreed to trials between the Air Officer Commanding No. 22 (Army Co-operation) Group and the Commandant of the School of Artillery in December 1938.[5] The results of these trials and further trials conducted to test aircraft as well as procedure. The results were that light aircraft over the battlefield could observe fire with the ‘clock code’ system.[6] Spitfires conducted mock attacks on the aircraft and the Taylorcraft light aircraft observing the artillery fire had a good chance of dodging the fire of a modern fighter.[7] There was, however, no training for pilots in registering targets for the artillery. If an artillery officer required an appraisal of a prospective target, the request would have to be sent along the command chain via an air liaison officer. When the artillery battery received the information, it was usually out of date.[8] There was also pressure from within the War Office to establish a Flying Observation Post (Flying OP) and to begin plans to train Gunner Officers to fly. A Flying OP was to work in conjunction with Ground Observation Post (Ground OP) in establishing targets to be engaged and operating deep behind their lines to be afforded the protection of friendly anti-aircraft guns.
The first of these Flying OPs was established in February 1940.[9] This force was established to:
[d]etermine in the light of practical experience obtained under war conditions the possibilities and limitations of the Flying OP, the most suitable type of aircraft and the most suitable organization [sic].[10]
The tests were to be conducted in three parts. The first was an initial training period. The second a practical training with the French, and a final test in the French Army area in conditions of actual warfare including shoots against German targets it was at this time that the term Air Observation Post (Air OP) was adopted.[11] The flight was sent to France on 19 April 1940.[12] The first of the three tests were conducted after the flight had moved to the continent. The final of the three tests was due to be carried out in early May, and the forces were established ready to conduct the tests on 9 May 1940.[13] The following day the Germans began to implement Fall Gelb (Case Yellow): the invasion of France and the Low Countries.[14] The artillery designated for the tests were forced to move back to their formations leaving the Air OP Flight (D Flight) waiting for the campaign to stabilise when it was clear that this would not happen D Flight was recalled to England.[15]
One of the first official moves at changing artillery co-operation policy was a letter regarding the subject sent from the Director of Military Co-operation Air Commodore Victor Goddard to Barratt at Army Co-operation Command. In this letter, Goddard states that the Air Staff were against the formation of:
[s]pecial air units for artillery observation or reconnaissance, unless it can be clearly shown that there is an urgent requirement for such units which cannot be met by Army Co-operations squadrons.[16]
The School of Artillery recommended that a certain number of aircraft should specialise in artillery work and should be trained by the School of Artillery so that they had the same tactical knowledge and the same the understanding of gunnery as an artillery officer.[17] This was just one aspect of an idea by the School of Artillery to allow aircraft to have tactical control over the fire of artillery batteries. To facilitate this, the school further recommended that a multi-seater aircraft should be employed in this work to allow an artillery officer to conduct the shoot according to artillery methods without the need for the artillery officer learning to fly. Artillery officers were also to be seconded to army co-operation squadrons specifically for artillery work.[18] The co-operation between the School of Artillery and Army Co-operation Command is evident and is surprising given the general relations that existed between the army and RAF in the wake of the Battle of France and the fall out that it had caused between the two services.[19]
Barratt, in a letter to the Under-Secretary of State for Air, wrote that:
I consider that in order to get a true and undistorted picture of this problem, it is first desirable to set out the problem as the Army [sic] sees it, and to show in this picture what they conceive to be their requirements.[20]
Again the desire to see the problem from a view that would almost certainly be contradictory to the RAF shows that Barratt and his command were willing to adopt a different approach and attitude in co-operating with at least one part of the army. Barratt also voiced his concerns regarding the ability of the Air OP to operate in the face of enemy action. It was felt that ‘the Air OP must be entirely vulnerable to any enemy fighters which cares to shoot it down’.[21] Barratt’s concern over the safety of his pilots who may be conducting shoots using the Air OP system was to be a recurring issue in the development of artillery reconnaissance.
Barratt’s response to the trials was one of scepticism, and he considered ‘that body of experience gained in the late war and since has all pointed to the advantages of the ‘Clock Code’ system’.[22] Barratt’s belief in the ‘clock code’ system stemmed more from the fear of false conclusions being drawn from brief experiments than from any sense of conservatism about changing the system used for artillery reconnaissance.[23] This became a realisation when Barratt was forced to explain to the Under Secretary of State for Air about the lack of efficiency regarding artillery co-operation in Army Co-operation Squadrons. Barratt wrote that:
I feel that much of the falling off in efficiency in this part of the Army Co-operation Squadron task has been due to the propagation of rumour as to other and better methods than those shown in AP 1176.[24]
Further trials were conducted using the artillery method during April 1941, and the conclusions reached were similar to those seen previously. These were that the artillery methods of ranging by corrections to line and range are simpler, quicker, and more efficient than any method based on the ‘clock code’.
The failures of the ‘clock code’ system in France combined with further problems faced in the fighting in Libya led to a loss of confidence in the system in the army.[25] Barratt responded that the ‘clock code’ system was not at fault in these operations but that the aircraft employed in it were operating in the face of intense enemy opposition. He was concerned that the trials had been too few and were skewed in favour of a positive result by the School of Artillery.[26] While these concerns may be interpreted as merely blocking a new development that had been shown to work to preserve the autonomy of the RAF while conducting army co-operation work. The evidence of co-operation between Army Co-operation Command and the School of Artillery, shown above, leads more to the conclusion that Barratt felt that the procedure could not be successfully carried out, and wished to see more trials conducted before it would receive his approval.
The procedure for artillery reconnaissance first developed during the First World War was only suitable for the conditions of that war. The lack of fluidity and almost stable front lines allowed a system to develop, quickly, this system, however, was only suited to those conditions. This was very quickly discovered during the first major test of this procedure against the quicker and more mobile warfare of the German Wehrmacht in 1940. The attitudes of both the British Army and the RAF to co-operation during the inter-war period, in Britain at least, did little to improve the situation before the British Expeditionary Force was stationed in France. This left those charged with the responsibility of modifying the existing procedure with only the experience of the First World War to guide them and on which to base their expectations. Much co-operation between the School of Artillery and Nos. 70 and 71 Groups of Army Co-operation Command occurred, despite the general feeling of animosity still felt by both services in Britain.[27] This co-operation was the most that had been seen between the army and RAF since the formation of the RAF as an independent force in 1918. Barratt’s move to block the adoption of the new procedure that was being trialled during 1941 can be interpreted in several ways. His reasoning for doing so, however, appears to be that of confirming the results already achieved through more rigorous and testing trials to confirm the results. Through further testing at a higher level the procedure, as well as those responsible for carrying it out, would be exposed to more stress and so a greater degree of authenticity could be achieved. Trials of this nature would also confirm if the procedure could be implemented with ease by the majority of pilots whose responsibility would be increased from observing the fall of shot to conducting shoots, potentially in the face of enemy opposition. Barratt’s major concern with the new system appears to be its increased complexity, and he was rightly concerned after his experiences in France that pilots would be unable to conduct the shoot if they had to keep a lookout for enemy fighter activity continually.

Japan’s air services had successfully weaned themselves off of their foreign dependence by 1937. American intelligence assessments continued to identify the strategic and industrial weaknesses of Japanese air power accurately but became poor concerning technology and tactics. Japanese information security was tighter than it had ever been. Hence, American observers formed their conclusions through open sources and preconceived notions. When evidence emerged contradicting the prevailing view of Japan’s lack of technological innovation, they were ignored or explained away. Assessments of Japanese personnel began to swing toward a consistently negative view. These failures in assessing Japanese technology, tactics, and personnel from 1937-41 contributed to the defeats at the outset of the Pacific War.

The Americans had relied on access to Japanese air stations and factories to gain their information until the early 1930s. This avenue was closed with the start of the war in China. In place of the old sources, American observers came to rely extensively on open sources, like official Japanese press releases, supplemented with the precious little information that could be drawn from chance sightings of Japanese aircraft by Westerners.[1] A meaningful assessment of Japanese air power’s performance in China, or detailed technical information of a specific aircraft, would surface on occasion. The information gained from open sources at best-reiterated views that had been in place for almost two decades and at worst became more critical and inaccurate about Japanese capabilities.
American assessments of the Japanese aviation industry remained accurate, despite Japan’s turn towards tight information security. However, the preconception that Japan could not innovate technologically remained pervasive. A July 1937 report was typical. It acknowledged the advances made by the Japanese aviation industry, accurately identified the numerous weaknesses present, and stated that a ‘dearth of local inventive ability’ was a critical failure.[2] Another report referred to the numerous industrial weaknesses as a ‘cancer,’ and went on to claim that Japan continued to rely on copies of foreign aircraft, acquired either through production licenses or ‘outright mimicry.’[3] American assessments combined recognition of the real weaknesses of Japan’s aviation industry with the fiction that it still relied on the copying of foreign aircraft designs.
The American emphasis on Japanese industrial weakness was warranted. The continued shortage of machine tools, skilled labour, heavy equipment, and modern industrial techniques contributed to Japan’s lack of an aircraft reserve, slower rates of production, poor quality and quantity of spare parts, and the numerous other issues that undermined Japanese air power.[4] Greg Kennedy has emphasised this point when he stated that to view:
[tactical] success as demonstrative of the overall ability of Japan to manifest effective, modern air power is to misunderstand fundamentally the core attributes of air power.[5]
Ultimately, the weaknesses of Japanese industry identified by the Americans before the war worked to cripple the offensive capabilities of the Imperial Japanese Army Air Service (IJAAS) and Imperial Japanese Naval Air Service (IJNAS) during it.

The most egregious error in American reporting from mid-1937 onward concerned the preconception that Japan was incapable of designing its own aircraft. Exceptions to this trend did exist, but they were easily drowned out by the overwhelming number of reports that reiterated the same trope of Japanese unoriginality.[6] Fictional aircraft were given corresponding European designs that the Japanese supposedly had copied.[7] When the Americans received hard evidence of Japanese technological innovation, these indicators were ignored or misunderstood. Excellent American intelligence on the B5N Carrier Attack Bomber (‘Kate’) was not used as evidence that Japan had moved away from copying foreign designs.[8] The G3M was immediately assumed to be a copy of the German Junkers Ju-86, while another report stressed the bomber was a Heinkel design with Junkers’ ailerons. In fact, the superlative bomber was indigenous in origin.[9] Even when American observers disagreed on what the aircraft was a copy of, there was no doubt that it had to be a copy of something.
These preconceptions were all the more dangerous as Japan introduced new aircraft that it would use against the West in 1941. The most famous of these was the A6M Carrier Fighter (‘Zero’/‘Zeke’). Despite some accurate reporting on the aircraft, it remained largely unknown in Western aviation circles.[10] In one instance, the testimony of a captured Japanese bomber pilot caused confusion when he explained that the A6M was designed to dive on the enemy, then zoom upwards and prepare for another dive, but not to engage in extensive combat aerobatics. This reflected IJNAS fighter doctrine, which was similar to that of the Americans, rather than the true capabilities of the A6M. The Americans interpreted the testimony to mean the new fighter lacked manoeuvrability.[11] The underestimation of the A6M seems like a minor error when viewed in isolation. Indeed, American pilots quickly gained an understanding of the fighter from their first combat encounters.[12] However, it was only a symptom of a much broader issue. Evidence that the Japanese had achieved rough technological parity with the United States was belittled or ignored. Individual Japanese aircraft may have been better or worse than foreign counterparts for their intended roles, but American assessments assumed a clear and decisive technological advantage where none existed. Nor did Japanese technological innovation stop with the attack on Pearl Harbor. Both air services introduced aircraft, such as the Nakajima Ki-84 Fighter (Hayate/‘Frank’), that matched some of the best American designs throughout the war.[13] The problem was not that leading-edge Japanese aircraft designs were worse than their American counterparts, but that they never were able to replace their ageing predecessors in sufficient numbers to matter.
The Americans dismissed not just Japanese innovation, but its personnel and tactics. American views of Japanese personnel became increasingly negative after the start of the war in China. Assessments of Japanese factory workers and mechanics significantly reduced in frequency and classified reporting on aircrews indicated that they were of poor to mediocre quality.[14] American observers also continued to emphasize Japan’s lack of pilot reserves and training facilities.[15] Popular literature took a firm stand on Japanese personnel and often relied heavily on racism and national characteristics. One such work listed a number of Japanese racial defects, and summarised them as ‘daring but incompetent aviators.’[16] Classified sources never degraded into this kind of drivel, despite American intelligence shortcomings concerning Japanese tactics and technology.

Surprisingly little reporting discussed Japanese aerial performance in China, and reports that did provide a more balanced, and accurate, assessment of Japanese capabilities.[17] Occasionally, Chinese pilots were interviewed on their combat experience against the Japanese. One report from September 1940 concluded that dive bombing by the IJAAS and IJNAS was ‘very poor,’ while horizontal bombing had ‘improved tremendously.’ Discipline among IJNAS twin-engine bombers was rated ‘excellent,’ and the carrier air groups were given particularly high praise. The most important piece of information provided by Chinese pilots was that the Japanese sent fighter escorts with their bombers whenever possible.[18] However, given the mixed quality of the Republic of China Air Force, their views concerning Japanese capabilities were easily dismissed.[19]
The American underestimation of the Japanese air services’ personnel, tactics, and technology from 1937-41 contributed to, though by no means caused, the early defeats in the Pacific War. However, Japan’s inability to rectify the fundamental problems within its air services and aviation industry crippled its air power as the war progressed, just as American observers had predicted. The accurate assessment that Japan could not win a prolonged war of attrition in the air against the United States was what mattered most. However, the errors in assessing Japanese tactics and technology caused serious problems over the short term. In their haste to predict the setting of the Sun, the Americans failed to appreciate the danger of its rise.

Editorial Note: In the second instalment of ‘Air War Books,’ the editor of From Balloons to Drones, Dr Ross Mahoney discusses the ten books that have influenced and shaped his writing as an air power historian.
As editor of From Balloons to Drones, I thought I should reflect on what are probably the ten key books that have influenced me in my study of air power. However, I make three provisos. First, I attacked this from the perspective of key authors rather than the books themselves per se. As such, I have selected titles that I have enjoyed to illustrate the importance of these writers. Second, I have left out official histories and narratives though these have been just as influential on my writing as other works. Finally, I have included some non-air power texts in here. At the end of the day, I am a historian and an interdisciplinary one at that, and it is only natural that non-air power specific books have influenced how I approach what and how I write.
John Buckley, Air Power in the Age of Total War(London: UCL Press, 1999). Ok, this entry and Peter Gray’s book below have as much to do with these individuals’ real influence on me and the importance of their books. John was my undergraduate tutor many years ago, and his influence was to start me on the track to where I am today. However, added to that, Air Power in the Age of Total War is an excellent examination of the rise of air power in the first half of the twentieth century and vital reading for anyone wanting an introduction to the subject.
Peter Gray, The Leadership, Direction and Legitimacy of the RAF Bomber Offensive from Inception to 1945(London: Continuum, 2012). Peter’s influence on me was that he was my PhD supervisor, and I will forever be grateful for his guidance. In my opinion, Peter is currently the leading air power specialist in the UK and one of the foremost experts in the world. That expertise is clearly evident in this book. The strategic air offensive against Germany is well-trodden ground, but Peter found a fresh way to assess its conduct. As a result, in my opinion, it is required reading not just for people wanting to understand the bombing offensive during the Second World War but also issues such as the challenge of senior leadership and matters such as legitimacy and international law.
Tony Mason, History of the Royal Air Force Staff College, 1922-1972 (Bracknell, RAF Staff College, 1972). I could have chosen any of Mason’s work, but this one has specific resonance for my research. This was written before Mason became the RAF’s first Director of Defence Studies (DDefS) in 1977 and is not widely available as the RAF Staff College published it. Nevertheless, Mason was not wide of the mark with many of his comments about the Staff College, though it does need to be brought up to date.
Allan English, Understanding Military Culture: A Canadian Perspective(Kingston: McGill-Queen’s University Press, 2004). English, a retired Royal Canadian Air Force officer, is a noted historian of air power and has written an influential article on the RAF Staff College in the inter-war years. However, for me, his most important work is his study of Canadian military culture. As someone who specialises in the culture of air forces, this work is an essential primer on the subject of culture and its influence on the Canadian military.
John Slessor, Air Power and Armies(Oxford: Oxford University Press, 1936). Everyone needs to have a contemporary air power thinker on their list, and Slessor certainly fits that bill. Slessor is, perhaps, the closest the RAF came to having their own Clausewitz, though I remain to be convinced that the Service wanted a singular air power thinker. Instead I think the RAF collegiately developed officers with a broad view of air power, but that is another discussion. The importance of Air Power and Armies is that it really should put to rest the argument that the RAF was solely focused on strategic bombing. Yes, Slessor used a strategic conception of air power to inform his work, but he sought to understand how military aviation could influence the land battle. An essential piece of work and the recent 2009 edition by the University of Alabama Press contains an introduction by Philip Meilinger.
Arthur Gould Lee,No Parachute(London: Jarrolds, 1968). Everyone needs a memoir in their top ten, and there are a number of good works by air force personnel. Most are written by pilots, which says as much about the culture of air forces as anything else. Lee wrote several books dealing with various aspects of his service life, and each could find their way into this list. No Parachute is particularly useful for its appendices though the one on parachutes does need to be revised.
John Andreas Olsen, John Warden and the Renaissance of American Air Power(Dulles, VA: Potomac Books, 2007). As Brian Laslie mentioned in the first instalment of ‘Air War Books,’ I think we do need to include a work by Olsen. He is currently one of the key writers on air power, particularly about modern conflicts. His biography of Warden is fascinating and gives an excellent insight into this complex character. Perhaps what is more impressive, is that this was written while Warden is alive, which is never an easy task.
David French, Military Identities: The Regimental System, the British Army, and the British People c.1870-2000 (Oxford: Oxford University Press, 2005). French is one Britain’s leading military historians, and I wonder how he would do if he turned his interests towards the RAF. However, for me, his analysis of the British Army’s regimental system is fascinating and one of those works that all should read to develop an understanding of how military organisations operate. There is much to take away from this study, and for me, it has raised significant questions about issues such as identity with regards to squadrons in air forces.
Richard Overy, The Air War, 1939-1945(London: Europa Publications, 1980). Overy remains not only one of the leading air power historians in the UK but also globally. The Air War continues to be one of the most influential titles concerning the role of air power during the Second World War. I could have quite easily has listed The Bombing War here, which is Overy’s most recent air power work. However, The Air War continues to be important, and while Overy’s views have developed over the years – like those of all historians – this work was written when air power history was a ‘Cinderella’ discipline. Thankfully, this is no longer the case, and the new edition of The Air War is useful for Overy’s overview of the field of air power history up to 2003.
John James, The Paladins: The Story of the RAF up to the Outbreak of World War II(London: Macdonald and Company, 1990). Given my focus on the culture and ethos of air forces, this was again, one of those works that I could not ignore reading as it is one of the few social histories of the RAF before the Second World War. James worked in operational research sections in various RAF Commands and brought that experience to the writing of the book. It is good but does need bringing up to date, and I dispute some of his views on how the RAF branch system evolved. Nevertheless, a work to read.
Well, that is my top ten; however, it would be easy to add more to the list. As noted, when Overy wrote The Air War, and Mason served as DDefS, the academic study of air power, certainly in the UK, was a Cinderella subject. Thankfully, that is no longer the case and the last ten years have seen a number of significant studies published, which point the way forward for the subject but that will be a post for another time.

Between 2013 and 2017, he was the resident Historian at the Royal Air Force Museum, and he is a graduate of the University of Birmingham (MPhil and PhD) and the University of Wolverhampton (PGCE and BA). His research interests include the history of war in the twentieth and twenty-first centuries, air power and the history of air warfare, and the social and cultural history of armed forces. The Editor of From Balloons to Drones, Dr Ross Mahoney, has been pestering those of us who contribute to this blog to put together a list of the most influential books we have read on the study of air power. I have always been of the opinion that I only have so many words I am capable of writing in a single day and have thus, avoided acquiescing to Ross’s request. Seriously, I am never going to get these two manuscripts done at this rate, but I finally decided that Ross is right (we were on a break) and that it is high time those of us who study air power history discuss the most influential books we’ve read on the history/study of air power (two words not one). So here is my top ten:
Bert Frandsen, Hat in the Ring: The Birth of American Air Power in the Great War(Washington D.C.: Smithsonian Institution Press, 2003). I read this book shortly before leaving active duty and heading to Kansas State for grad school, and it had a profound impact on what I wanted to study. Frandsen weaves together history, technology, and narrative into one of the finest works on the creation of America’s air service and air power.
Alexander P. de Seversky, Victory through Air Power (New York, NY: Simon & Schuster, 1942). Let us get something out of the way. Seversky and Hap Arnold hated each other, and I am not being hyperbolic. The two could not stand to be in the same room with each other, and when they were, it usually ended in a shouting match. Seversky’s book was Second World War aerial propaganda, but when Walt Disney read the book and decided to produce it as a feature film, Arnold was forced to stay mute on the subject. Seversky went on to write other air power books, but none as influential and long-lasting as this one.
Thomas E. Griffith, Jr,MacArthur’s Airman: General George C. Kenney and the War in the Southwest Pacific (Lawrence, KS: University Press of Kansas, 1998). In the age of the bomber mafia, Kenny marched to the tune of his own drum. Surely as Quesada and Chennault followed pursuit aviation, Kenny favoured attack. He was, perhaps, the most innovative airman of his generation and Griffith’s book demonstrates just how important Kenney was to MacArthur.
Thomas A. Hughes, Over Lord: General Pete Quesada and the Triumph of Tactical Air Power in World War II (New York, NY: The Free Press, 1995). I really have no doubt, and I doubt many would argue with me, that strategic bombardment garnered the lion’s share of attention both during and after the war. It would take Tactical Air Command until after the Vietnam war to rise to prominence over Strategic Air Command, but those seeds were planted in the Second World War by Pete Quesada and his tactical airmen in the European theatre.
Mark Clodfelter,The Limits of Air Power: The American Bombing of North Vietnam (New York, NY: The Free Press, 1989). The single most important book on air power to be published in the post-Vietnam era. It defined air power historians of a generation. More than a critique of strategic bombardment in Vietnam, it is a book that teaches you how to think about air power, what it can and what it cannot do.
Donald Miller, Masters of the Air: America’s Bomber Boys who Fought the Air War against Nazi Germany (New York, NY: Simon & Schuster, 2006). It is rare that I cannot put a book down, but the was the case with Miller’s work. The narrative is exceptional, the research superb, and the flow masterful. I consider it the single best book on air power in the Second World War.
Donald J. Mrozek, Air Power and the Ground War in Vietnam: Ideas and Actions (Maxwell, AL: Air University Press, 1988) and idem, The US Air Force after Vietnam: Postwar Challenges and Potential for Responses (Maxwell, AL: Air University Press, 1988). Yes, I am cheating by putting two books here, but they deserve to be here. Mrozek is an air power historian, but also a cultural and intellectual historian as well. He is difficult to read, but only because every sentence is crafted beautifully and is important. Mrozek conveys in a sentence, what others struggle to get out in several pages, myself included.
Steve Davies,Red Eagles: America’s Secret MiGs (Oxford: Osprey Publishing, 2008). A popular history, but this book is flat-out fun. Secret units, secret locations, and American fighter pilots learning how to outperform their Soviet counterparts in their own aircraft.
John Andreas Olsen (ed.), A History of Air Warfare (Dulles, VA: Potomac Books, 2010). Actually any of Olsen’s work could make this list; however, if you were going to use one book in the classroom to discuss the history of power, then this is the one. There is a reason; the Air Force Academy has every freshman read in their introduction to military history. From the First World War to the present and large scale combat to air power in smaller conflicts, Olsen’s edited work covers it all.
Diane Putney, Airpower Advantage: Planning the Gulf War Air Campaign(Washington D.C.: Air Force History and Museums Program, 2004). This book is what made me decide to write about Desert Storm. This book taught me that air power is so much richer than 1 v. 1 dogfights, that true command of the air comes from logistics, planning and execution.
To this list of ten, I could add hundreds more, but as I looked at my bookshelf these jumped out at me as having the most impact on my thinking during my time in grad school or shortly thereafter and helped solidify my thinking on what air power is and what it does (spoiler alert: it’s the ability to do something in the air. The Second World War saw the formation of many famous Allied air forces. The Flying Tigers, the Cactus Air Force, The Mighty Eighth, RAF Bomber Command, and RAF Fighter Command are among the best known. In the Mediterranean, perhaps none was more famous than the Western Desert Air Force (WDAF). This is the tactical air force that helped Lieutenant-General Bernard Montgomery’s British Eighth Army defeat Field Marshal Erwin Rommel at El Alamein in 1942. The victory was the result of an effective combination of air and land power according to an air support doctrine developed by Air Vice-Marshal Arthur Coningham.
Coningham owes more to his predecessor, Air Vice-Marshal Raymond Collishaw than historians have realised. Collishaw commanded No. 202 Group – and later No. 204 Group, which would later become the WDAF – between the opening of the war in the desert and November 1941. In that time, Collishaw’s command achieved much success, demonstrating the features of tactical air doctrine later associated with his successor. Mike Bechthold’s new monograph, Flying to Victory, offers us a new layer for understanding the development of Allied air support during the Second World War.

During the First World War, Collishaw became one of the Empire’s leading flying aces, destroying 61 enemy aircraft and eight observation balloons with Royal Naval Air Service and Royal Air Force squadrons. Authors often celebrate his air-fighting prowess. In fact, some historians have gone as far as to say that his aggressive spirit made him ill-suited for commanding air forces at the end of tenuous supply lines. In Flying to Victory, Bechthold defuses these arguments.

Collishaw’s experience with close army support missions during the 100 Days campaign at the end of the First World War taught him how wasteful these operations could be. He came out of the war believing that only emergencies – such as the Kaiser’s spring offensive in 1918 – warranted a heavy close air support focus. This and his experiences commanding various air units during Britain’s interwar conflicts served to prepare Collishaw for command in the Western Desert. He was well-suited to command operations at the end of a tenuous supply line while working jointly with army and naval commanders.
Collishaw first demonstrated the difference that an effective air support doctrine could make during early fighting in the desert and Operation COMPASS. In 1940-41, No. 202 Group faced an Italian Royal Air Force (IRAF) with superior numbers and quality of aircraft. Collishaw’s command achieved air superiority despite these disadvantages. While the IRAF squandered its superior resources by focusing on providing defensive screens for the Italian Army, Collishaw directed his forces to focus on disrupting and destroying IRAF aircraft and infrastructure. With air superiority secured, Collishaw’s forces focused on impeding the Italian logistical network and applying close-support attacks at the army’s request in special circumstances. Alongside Lieutenant-General Richard O’Conner’s Western Desert Force, the British offensive drove the Italians out of Egypt and Cyrenaica, completely destroying the Italian Tenth Army in the process.
Although Operation COMPASS was a model of cooperation between the army and air force, this model would soon be forgotten amid British retreats in the Western Desert, Greece, and Crete in spring 1941. The Germans had joined their Italian allies in the Mediterranean war. During Operation BREVITY, an attempt to relieve the besieged garrison at Tobruk, Collishaw commanded No. 204 Group (which had absorbed No. 202 Group in April 1941). He once again proved the usefulness of interdiction operations, though army commanders were disappointed that the RAF considered attacks on tanks on the battlefield to be impracticable. His forces immobilised counterattacking German units at critical junctures that saved army units, though the overall operation failed to relieve Tobruk.
The overall failures of BREVITY and Crete put the air force in a tough position. The Royal Navy had lost many ships to Axis air attacks during the evacuation of Crete. During Operation BATTLEAXE, another attempt to relieve Tobruk, the army demanded that the RAF establish an air umbrella over the battlefield. Air Marshal Arthur Tedder, Collishaw’s immediate superior, made a calculated move. With Air Chief Marshal Charles Portal’s blessing, he ordered Collishaw to accede to the army’s requests. This way, the RAF could avoid blame for failing to cooperate with the army even though this was a misemployment of resources that ultimately contributed to BATTLEAXE’s failure.
BATTLEAXE effectively settled the debate over tactical air power raging between the RAF and army early in the war. Before BATTLEAXE, Prime Minister Winston Churchill endorsed the army’s view of air support. After BATTLEAXE, he fully endorsed the RAF’s view. Churchill accepted that attacks on enemy airbases, ports, and lines of communication were more effective even though the army would not be afforded the comforting sight of friendly aircraft overhead. The result was “The Middle East (Army and RAF) Directive on Direct Air Support”, a document that marked the beginning of designing the war-winning air support system the Allies would continue to develop in 1942. This document reflected the operations and exercises that Raymond Collishaw commanded. Tedder and Coningham went on to refine and improve this system.
Air Marshal Tedder, the conduit for Collishaw’s early application of winning air support doctrine to Portal and Churchill, replaced Collishaw with Coningham in November 1941. Promoted from air commodore to air vice-marshal, Collishaw commanded No. 14 Group defending Scapa Flow, Scotland until July 1943, when the RAF involuntarily retired him. Bechthold’s evidence suggests that Tedder held a bias against Collishaw. Largely ignoring the results he achieved in the desert, Tedder and historians since have assessed Collishaw as incapable of running a larger command organisation and delegating responsibility to his staff. Bechthold encourages us to avoid this speculative analysis of potential and instead focus on his war record. The result is an excellent profile of a man and – as it turns out – a largely misunderstood air campaign in the first year of warfare in the Western Desert.

One of the lesser known large contributors to Allied victory in World War II was the role of aerial photographic reconnaissance. The allies relied on up-to-date photographs from the air. Flying these photo ‘recce’ missions could be every bit as harrowing as combat sorties. Recce planes flew over enemy territory with their guns removed and replaced with cameras. If they were attacked, pilots had no choice but to try and escape using only speed and manoeuvring, hoping to hide inside cloud cover or just to outrun the enemy. Up until the D-Day invasion, many of these missions were flown at extremely high speed and low altitude, as low as five to fifteen feet over the beaches of Normandy. Pilots likened these missions to throwing dice across a gambling table and called them ‘dicing’ missions. To get an in-the-cockpit view of what flying recce missions could be like, I am going to outline a brief period in the career of First Lieutenant George Adams, Jr., who joined the 30th Photographic Reconnaissance Squadron (PRS) in Toussus le Noble, France at the end of July 1944.
Adams flew the F-5, which was a Lockheed P-38 Lightning modified to take photos. The P-38 was not an uncontroversial plane, drawing mixed reviews from those that flew it. Ace fighter pilot Captain Jack Ilffey called it ‘a beautiful monster.’[1] Famed pilot Brigadier General Robin Olds, later noted for his contributions to air combat in the Vietnam War, first earned ace status in a P-38 in World War II. As he recalled,
I loved the P-38 but I got those kills in spite of the airplane, not because of it. […] The P-38 Lightning was too much airplane for a new kid and a full-time job for even a mature and experienced fighter pilot. Our enemies had difficulty defeating the P-38 but, as much as we gloried in it, we were defeating ourselves with this airplane.[2]
Although, from an air combat perspective, the P-38 was not nearly as effective as other fighter types, such as the North American P-51 Mustang, the Lightning’s high speed, long range, and sheer toughness allowed it to excel in the role of photo reconnaissance. Allied forces had learned early on that a group of F-5s together was easily spotted, so to reduce the likelihood of being seen, photo reconnaissance missions were often flown by single planes, unescorted and completely alone, usually deep over enemy territory.

Adams happened to arrive at a time when the 30th PRS was busier than it ever had been. The official unit history referred to August of 1944 as the ‘month of months.’ Ten August 1944 saw more missions take to the air than on D-Day itself. [3] For Adams, however, that month witnessed one of the defining moments of his career and very nearly cost him his life.

On 3 September, Adams was flying a reconnaissance mission over Belgium, when the weather took a turn for the worse. Due to extremely limited visibility, Adams flew far off course. With his fuel tanks almost empty, he had no choice but to land in the town of Mussidan in southwestern France. Luckily, just over one week previously on 25 August, the town had been liberated by the French Forces of the Interior (FFI). The townspeople welcomed him as a hero and gave him a place to stay at a nearby hotel for three days. The French resistance was able to purchase some German gasoline, and at the first sign of clear weather, on 6 September, Adams took off. After signalling his thanks by flying a few victory laps around the town, he headed back to Toussus le Noble.[4]
Adams’ ordeal was not over. The weather, which the 30th PRS unit historian called, ‘the airman’s most relentless foe,’ again proved troublesome for Adams on his flight back to base. After becoming lost in rough weather and losing all radio contact with his commanding officer, Major William Mitchell (not to be confused with the other Billy Mitchell, author of Winged Defense), Adams attempted to land in a field near Morannes and slammed his P-38 into a grove of trees. Adams himself was unharmed, but the aircraft was disabled. There was a military group at Morannes, and Adams stayed with them before travelling to an airstrip at Le Mans, about thirty miles away. Cooperating with intelligence services at Le Mans and the FFI, Adams tried to contact Major Mitchell but was unable to do so. The officials at Le Mans eventually brought Adams to Versailles on 8 September, where he was able to reconnect with the 30th PRS, and he returned to flying duty the next day.[5]

Typically, the weather of the winter months limits photo recce missions. However, that was the least of the allies’ problems in December of 1944 as eight panzer divisions tore their way through the Ardennes forest, beginning what became known as the Battle of the Bulge. The 30th PRS joined the battle, providing valuable photographs to aid ground units. However, the weather again reared its head. Only five days before the end of the year were suitable for taking photos. The 30th managed to squeeze out 96 missions in those five days. Adams and his fellow pilots flew as much as possible, including flying multiple missions on Christmas Eve, Christmas day, and New Year’s Eve. The squadron set a record for a number of photographs processed: nine miles of film, consisting of 44,306 negatives that produced 153,579 prints.[6]
On New Year’s Day, 1945, ground forces requested an urgent, secretive mission to be flown over a particularly well-defended area of the German lines during the Battle of the Bulge. The nature of the photographs needed required a low-altitude approach of 2,000 feet, rendering the reconnaissance planes especially vulnerable to ground defences. Adams and six other pilots volunteered for the job. Four of them, including Adams, flew out twice. Despite the heavy risk and the intrusion of adverse weather conditions, the mission was a success, providing valuable intelligence to the front lines. The secretive nature of the mission prevented much discussion of it at the time, however, several months later, on 21 July 1945, Adams was awarded the Distinguished Flying Cross for flying his ‘unarmed photographic aircraft under circumstances entailing utmost courage and skill.’[7]
In the popular memory of World War II, we often tend to celebrate or romanticise the fighter pilots or bomber crews that engaged in seemingly heroic combat actions. However, Adams and his fellow recon pilots should not be forgotten. They took serious risks and made key contributions to the Allied victory in World War II.

This week marks the 74th anniversary of the Battle of the Bismarck Sea, arguably the most significant action fought by Australians during World War II.
Between December 1941 and April 1942, Imperial Japanese forces shocked Australians with their victories over the United States at Pearl Harbor and in the Philippines; and over the British Commonwealth in Malaya, Singapore, the Dutch East Indies and Rabaul. When enemy forces occupied northern New Guinea, an invasion of Australia, with its unthinkable consequences, seemed possible. However, supported by their American and British allies, Australia’s servicemen and women regrouped and fought back.
From mid-1942 onwards, Australian victories with American support at Milne Bay and Kokoda, and the triumph of American naval air power at Coral Sea and Midway weakened Japan’s hold on New Guinea. Further Allied successes on New Guinea’s northeast coast at Buna, Gona and Sanananda between November 1942 and January 1943 left the Japanese position substantially weakened.
Then, intercepted radio messages revealed that an enemy convoy would sail from Rabaul with reinforcements for the vital Japanese garrison at Lae on the northeast coast of New Guinea in late-February. This was likely to be Japan’s last throw of the dice in New Guinea. If the convoy were stopped, then so too would be the likelihood of an invasion of Australia
Allied Air Forces under the command of the American General George Kenney immediately began preparing for an all-out assault against the convoy. A critical factor was the brilliant plan largely conceived by the Royal Australian Air Force’s (RAAF) Group Captain William “Bull” Garing. Garing had already fought in Europe for two years with the RAAF’s No. 10 Squadron, and his experience of maritime warfare was to prove decisive.

It was Garing who convinced General Kenney of the need for a massive, coordinated attack. Garing envisaged large numbers of aircraft striking the convoy from different directions and altitudes, with precise timing.
Initially, the allies would rely on reconnaissance aircraft to detect the convoy, which would then be attacked by long-range United States Army Air Force (USAAF) bombers. Once the convoy was within range of the allies’ potent anti-shipping aircraft – RAAF Beaufighters, Bostons and Beauforts, and American Mitchells and Bostons – a coordinated attack would be mounted from medium, low, and very low altitudes.
During the waiting period, crews practised their navigation and honed their formation flying, bombing, and gunnery skills.
Six thousand four hundred Japanese troops embarked at Rabaul between 23 and 27 February 1943, and the convoy of eight merchant ships and eight destroyers sailed just before midnight on the 28th, planning to arrive at Lae on 3 March. Air cover was provided by about 100 fighters flying out of bases in New Ireland, New Britain and New Guinea.
The enemy convoy initially was favoured by poor weather, which hampered Allied reconnaissance. It was not until mid-morning on 2 March that USAAF B-24 Liberators sighted the ships. General Kenney immediately launched eight B-17 Flying Fortress heavy bombers, followed shortly afterwards by another 20. The B-17s attacked from an altitude of 2000 metres with 450-kilogram demolition bombs. Later in the day, another strike was made by 11 B-17s whose crews reported that vessels were ‘burning and exploding […] smoking and burning amidships’ and ‘left sinking’.
By nightfall, the enemy was only hours from Lae, which meant that in the morning it would be within range of the entire allied strike force. If the coordinated attack were to succeed, the precise location of the convoy had to be known at daybreak; consequently, throughout the night, it was tracked by an RAAF Catalina from No. 11 Squadron, which occasionally dropped bombs and flares to keep the Japanese soldiers in a state of anxiety. Also during the night, eight RAAF Beaufort torpedo bombers from No. 100 Squadron took-off from Milne Bay to try to use the darkness to their advantage. The heavy frontal weather made navigation hazardous, and only two aircraft found the convoy. Neither scored a hit.
The moment the Allied Air Forces had been waiting for came on the morning of 3 March 1943, when the Japanese convoy rounded the Huon Peninsula. For much of the time the adverse weather had helped the enemy avoid detection, but now clear conditions favoured the allies. Over 90 aircraft took-off from Port Moresby and set heading for their rendezvous point. While the strike force was en route, RAAF Bostons from No. 22 Squadron bombed the enemy airfield at Lae.
By 9:30 a.m. the AAF formations had assembled, and by 10:00 a.m. the Battle of the Bismarck Sea had begun.
The allies attacked in three waves and from three levels, only seconds apart. First, 13 USAAF B-17s bombed from medium altitude. In addition to the obvious objective of sinking ships, those attacks were intended to disperse the convoy by forcing vessels to break station to avoid being hit.
Second, 13 RAAF Beaufighters from No. 30 Squadron hit the enemy from very low level, lining up on their targets as the bombs from the B-17s were exploding. With four cannons in its nose and six machine guns in its wings, the Beaufighter was the most heavily armed fighter in the world. The Australians’ job was twofold: to suppress anti-aircraft fire, and to kill ships’ captains and officers on their bridges.
The Beaufighters initially approached at 150 metres above the sea in line astern formation. The pilots then descended even lower, to mast-level height, set full power on their engines, changed into line abreast formation, and approached their targets at 420 kilometres an hour.
It seems that some of the Japanese captains thought the Beaufighters were going to make a torpedo attack because they altered course to meet the Australians head-on, to present a smaller profile. Instead, they made themselves better targets for strafing. With a slight alteration of heading the Beaufighters were now in an ideal position to rake the ships from bow to stern, which they did, subjecting the enemy to a withering storm of cannon and machine gun fire.

According to the official RAAF release:
[e]nemy crews were slain beside their guns, deck cargo burst into flame, superstructures toppled and burned.
With the convoy now dispersed and in disarray, the third wave of attackers was able to concentrate on sinking ships. Thirteen American B-25 Mitchells made a medium level bombing strike while, simultaneously, a mast-level attack was made by 12 specially modified Mitchells, known as ‘commerce destroyers’ because of their heavy armament. The commerce destroyers were devastating, claiming seventeen direct hits. Close behind the Mitchells, USAAF Bostons added more firepower.
Following the coordinated onslaught, Beaufighters, Mitchells and Bostons intermingled as they swept back and forth over the convoy, strafing and bombing. Within minutes of the opening shots, the battle had turned into a rout. At the end of the action:
[s]hips were listing and sinking, their superstructure smashed and blazing, and great clouds of dense black smoke [rose] into a sky where aircraft circled and dived over the confusion they had wrought among what, less than an hour earlier, had been an impressively orderly convoy.
Overhead the surface battle, 28 USAAF P-38 Lightning fighters provided air defence for the strike force. In their combat with the Zeros which were attempting to protect the convoy, three of the Lightnings were shot down, but in turn, the American pilots claimed 20 kills. Apart from those three P-38s, the only other allied aircraft lost was a single B-17, shot down by a Zero.
With their armament expended the allied aircraft returned to Port Moresby. However, there was to be no respite for the enemy. Throughout the afternoon the attacks continued. Again, B-17s struck from medium level, this time in cooperation with Mitchells and RAAF Bostons flying at very low level. (Incidentally, the Bostons were led by Squadron Leader Charles Learmonth, after whom the RAAF’s present-day base in north-west Australia is named.) At least 20 direct hits were claimed against the by-now devastated convoy.
That was the last of the coordinated attacks. The victory had been won. For the loss of a handful of aircraft, the Allied Air Forces had sunk twelve ships – all eight of the troop transports and four of the eight destroyers – and had killed more than 3,000 enemy soldiers.
The brilliantly conceived and executed operation had smashed Japanese hopes of regaining the initiative in New Guinea and had eliminated any possibility that Australia might be invaded. In the words of the supreme command of the Southwest Pacific Area, General Douglas MacArthur, the Battle of the Bismarck Sea was ‘the decisive aerial engagement’ of the war in the Southwest Pacific.
However, there was still a terrible yet essential finale to come. For several days after the battle, Allied aircrews patrolled the Huon Gulf, searching for and strafing barges and rafts crowded with survivors. It was grim and bloody work, but as one RAAF Beaufighter pilot said, every enemy soldier they prevented from getting ashore was one less for their Army colleagues to face. Moreover, after fifteen months of Japanese brutality, the great immorality, it seemed to them, would have been to have ignored the rights of their soldiers.

Japanese media never mentioned the battle, but in a macabre footnote, two weeks later, Tokyo announced that in future all Japanese soldiers were to be taught to swim.
The Battle of the Bismarck Sea was a master-class in air power. The RAAF and the USAAF had smashed Japanese hopes of regaining the initiative in New Guinea; they had forced the enemy into a defensive posture from which ultimate victory was unlikely, and they had eliminated any possibility that Australia might be invaded.
This was arguably Australia’s most important victory in World War II.
